"In freight forwarding work, we often hear the term "sensitive cargo". But which goods belong to sensitive goods? What do I need to pay attention to for sensitive cargo?
In the international logistics industry, goods are usually classified into three categories in accordance with customary practice: prohibited goods, sensitive goods and general cargo. Prohibited goods are goods whose transport is strictly prohibited, sensitive goods are transported in strict accordance with the regulations for different goods, and general cargoes are goods that are transported normally.
I. What is sensitive cargo?
The definition of sensitive cargo is relatively complex and it is between general cargo and prohibited cargo. In international transport, there is a strict distinction between sensitive goods and prohibited goods.
"Sensitive cargo" generally refers to statutorily inspected (legally inspected) goods (including goods within the catalogue of legally inspected goods - export supervision condition B, as well as legally inspected goods outside the catalogue). Examples include: flora and fauna, animal and plant products, food, beverages and wine, certain minerals and chemicals (especially dangerous goods), cosmetics, fireworks and lighters, wood and wood products (including wooden furniture).
Generally speaking, sensitive goods are only customs prohibited boarding or strict control of products, such products can be safe and normal export as well as normal customs clearance, generally need to provide the appropriate test reports and in line with the use of its special nature of the packaging, looking for a strong freight forwarding company for transport.
Second, what are the common types of sensitive goods?
01 Battery
Batteries, including goods with batteries. As batteries are easy to cause spontaneous combustion, explosion, etc., with a certain degree of danger, affecting transport safety, is a restricted cargo, but not embargoed goods, can also be transported after strict special procedures.
For battery-type goods, the most common is the need to do MSDS instructions and UN38.3 (UNDOT) test certificates, etc.; battery-type goods for packaging and operating procedures also have strict requirements.
02 All kinds of food and medicine
Various edible health products, processed foods, spices, grains and cereals, oils, beans, hides and other types of food and Chinese herbs, biological drugs, chemicals and other types of biological invasions of drugs, countries in order to protect their own resources in international trade on the implementation of mandatory quarantine system for such goods, such as the absence of quarantine certificates may be sensitive goods.
Fumigation certificate is one of the most commonly used certificates for such goods, and fumigation certificate is also one of the CIQ certificates.
03 Compact discs, CDs, books and magazines
The types of printed books and magazines, compact discs, CDs, films, etc., which contain damages to the economy, politics, morality and culture of the country or involve state secrets, as well as the goods for computer storage media are relatively sensitive both for import and export.
The transport of such goods need to be certified by the State Audiovisual Publishing House, the producer or exporter to issue a letter of guarantee.
04 Powder, colloid and other unstable goods
Such as cosmetics, skin care products, essential oils, toothpaste, lipstick, sunscreen, beverages, perfume and so on.
